Question about tree frog substrate?

my old substrate has become water logged, and all i have right now is Potting mix that is all organic and the company that made it is miracle grow. it is made out of composted bark, sphagnum peat moss, pasteurized poultry litter, and an organic wetting agent. Then it say total nitrogen 0.10%: 0.002% Ammoniacal Nitrogen, 0.001% water soluble nitrogen, 0.097% water insoluble nitrogen (it says that the product contains 0.097% slowly available nitrogen). Then it has 0.05% phosphate and soluble potash 0.05% now in case you didn't know nitrogen makes nutrients for plants or something like that. so is it safe to use this potting soil?
