Why, when the US was a First World country with the strongest military wasn't it imperialistic?

Technically, it was. Notably during the time of T. Roosevelt, "Speak softly and carry a big stick." The United States had a large expansionism period. Some would say that the U.S. is still more or less imperialistic, given the war in Iraq.
